A few days after the majority of senators said they want Taiwan to be included in the Indo-Pacific Economic Framework (see 2205180034), U.S. Trade Representative Katherine Tai issued a readout of a May 20 meeting with a top Taiwanese official that made no mention of IPEF. Tai said she met with Taiwan’s Minister-Without-Portfolio John Deng, and said that they discussed "opportunities to deepen the economic relationship, advance mutual trade priorities based on shared values, and promote innovation and inclusive economic growth for their workers and businesses." It said they also discussed how Taiwan and the U.S. both want to fight forced labor, and how important supply chain traceability is.

The Uyghur Forced Labor Prevention Act and the likelihood that the EU will pass a due diligence directive requiring disclosure of forced labor risk for large companies are changing the paradigm of supply chain visibility, a top Labor Department official said during a webinar on human rights in global supply chains. Thea Lee, a long-time union official and now deputy undersecretary for international affairs in the Bureau of International Labor Affairs, said, "I do think that we are in a new era, and it will behoove most companies to start taking these steps to be able to have the eyes into their supply chain whether they are directly impacted right now by the EU directive or whether they are selling goods into the United States."
The possibility of passing a ban on the import of goods made with forced labor, first mentioned last year by the EU president (see 2109210030), is slowly advancing through the European Parliament, as a trade committee asked a European Commission official for more information before the legislative language is released.
The top trade official in the British government and U.S. Trade Representative Katherine Tai said they want to do even more trade and investment between the two countries, even as a free-trade agreement is not the end goal. Secretary of State for International Trade Anne-Marie Trevelyan had hoped that the Biden administration would continue the free trade negotiations started during the Trump administration, but that has not happened. Marjorie Chorlins, who leads the U.S.-U.K. Business Council at the U.S. Chamber of Commerce, also spoke at the March 21 plenary in Baltimore, saying the business community strongly supports more U.S.-U.K. economic cooperation.
Senators on the Finance Committee agreed that deepening trade ties with countries in Asia is important both for geopolitical and economic reasons, but they disagreed during a March 15 hearing on the Indo-Pacific Economic Framework about whether a traditional free-trade agreement is a better approach than the IPEF.
The Commercial Customs Operations Advisory Committee (COAC) for CBP will next meet remotely March 31, CBP said in a notice. The meeting will be the first for the newest COAC members. Comments are due in writing by March 28.
China's lack of worker rights, weak environmental standards "and anticompetitive subsidies are the hallmarks of China’s artificial comparative advantage. It is an advantage that puts others out of business and violates any notion of fair competition," the annual trade policy agenda from the Office of the U.S. Trade Representative said, and the administration is looking to advance fair competition "through all available avenues," including coordinating with other countries, using existing trade agreements, or new tools, it said.
Panelists at a Washington International Trade Association conference Feb. 2 said they're not sure when the supply chain crisis will ease, noting the U.S. brought a record number of containers into the country last year. Jonathan Gold, the National Retail Federation's vice president for supply chains, said he expects the amount to be even higher in 2022.
The House will consider multiple sanctions and export control amendments submitted as part of its China competition bill (see 2201310064), including one that could adjust the Commerce Department's export control authority, several that could require more scrutiny on Chinese foreign investments and at least two that could lead to new China sanctions.
