The National Customs Brokers & Forwarders Association of America asked the Federal Maritime Commission questions on the demurrage and detention final rule (see 2402230049). The NCBFAA, in comments dated April 22, said the questions were submitted on behalf of its members and other "industry stakeholders" and raised several questions that were not addressed in the final rule.
The free trade agreement between China and Ecuador will enter into force May 1, China's Ministry of Commerce announced, according to an unofficial translation. The ministry said the agreement will cancel tariffs on about 90% of goods, with 60% of them to take effect immediately on the day the agreement takes effect. The two countries will establish closer ties in areas such as "rules of origin, customs procedures and trade facilitation, sanitary and phytosanitary measures, technical trade barriers, trade remedies, dispute settlement, investment cooperation, e-commerce, competition, economic cooperation and so on."
The U.S. should rethink its export control enforcement efforts by creating an ecosystem of preapproved, trusted sellers and logistics providers instead of blacklists of bad actors, a researcher with the Center for Strategic and International Studies said in a report this month. The report said some of those companies would be required to earn an export compliance certification, use digital waybills to reduce chances of documentation fraud and help trace sensitive exports, and submit monthly reports to the Bureau of Industry and Security about suspicious consignments.
The World Trade Organization's Dispute Settlement Body met on April 26 and was introduced to the new facilitator of the dispute settlement reform talks: Mauritius's Usha Dwarka-Canabady, the WTO announced. The chair of the DSB, Norway's Petter Olberg, said that Dwarka-Canabady accepted the role on April 18 after the "convenor" of the reform process left.
Costa Rica recently restored tariffs on non-U.S. origin rice, “instantly boosting U.S. rice competitiveness through preferential access negotiated in the Dominican Republic-Central America Free Trade Agreement (CAFTA-DR),” USDA's Foreign Agricultural Service said in a report last week. The 35% tariff had been removed in August 2022, but was restored April 11 after a court found against the removal. “Industry and government sources confirmed Costa Rican importers have already taken steps to import more U.S. rice in 2024,” the report said.
Russia is still able to buy semiconductors for its war effort -- especially from China -- despite Western sanctions and export controls, a semiconductor policy researcher said in a new report this month. Although the restrictions are forcing Russia to pay almost double for some chips and require Russian supply chain managers to constantly find new supply lines, the report said Chinese suppliers are increasingly filling the market gap left by companies in the U.S. and elsewhere who are adhering to the export restrictions.
The European Commission on April 24 opened the first investigation under its International Procurement Instrument in response to practices in the Chinese procurement market for medical devices which allegedly "discriminate unfairly against European companies and products," the commission said.

The Committee for the Implementation of Textile Agreements seeks comments by May 24 on a request by Canada to change the USMCA rules of origin for a fabric used in the production of fire hose. Canada says there is no commercial availability in the U.S., Canada or Mexico of “high-tenacity polyester yarn, single or multiple, multifilament, untwisted, untextured, and measuring more than 920 decitex, used in the production of fire hose, with or without lining, armor or accessories of other materials.” The yarn is classifiable in subheading 5402.20, and “end-use classification” for the fire hose is heading 5909.
