The White House has nominated Julie Callahan, the assistant U.S. trade representative for agricultural affairs and commodity policy, to be chief agricultural negotiator for the Office of the U.S. Trade Representative. Callahan previously held positions at the FDA and USDA's Foreign Agricultural Service.
The Semiconductor Industry Association has hired Jaclyn Kellon, a former State Department official, to join its global policy team as a director. Kellon will work on supply chain security and cybersecurity matters with a focus on Southeast Asia and India, SIA said. She previously served as a foreign affairs officer in the State Department's Office of Critical Technology Protection, where she served as a technical expert on semiconductor technology policy topics.
Ted Posner, former assistant general counsel for international affairs at the Treasury Department, has joined Baker Botts as a partner in the international trade practice, the firm announced. James Treanor, former attorney-adviser in the Office of Foreign Assets Control's chief counsel's office, has joined Akin as a senior counsel, he announced on LinkedIn. Treanor will help clients with international trade and national security-related regulatory and enforcement issues, including those related to sanctions and export controls. He left OFAC in June.
Adam Szubin, former head of the Treasury Department’s Office of Terrorism and Financial Intelligence and director of the Office of Foreign Assets Control, has joined Covington, where he will work on sanctions, export controls, money laundering and investment security issues. Szubin, who mostly served in the George W. Bush and Obama administrations, was most recently a lawyer with Sullivan & Cromwell.
Alison Cooper has left her role as the Office of Foreign Assets Control's enforcement chief to join the Navy Federal Credit Union, where she will manage issues related to OFAC and the Bank Secrecy Act, she announced on LinkedIn. Cooper worked at OFAC for over two decades, from 1997 to 2011 and again from 2017 until she left this month.
Scott Wise, former assistant general counsel for global trade at Microsoft, has joined Crowell & Moring as a partner in the international trade group, the firm announced. At Microsoft, Wise was the lead attorney on economic sanctions and outbound investment issues regarding emerging technologies, such as AI and quantum computing, the firm said.
Matthew Ferraro, a former senior counselor for cybersecurity and emerging technology to the DHS secretary, has joined Crowell & Moring's Privacy and Cybersecurity Group. Ferraro will advise on a range of issues that intersect with national security, including matters before the Committee on Foreign Investment in the U.S.
Louis Sola, who was chosen earlier this year by President Donald Trump to chair the Federal Maritime Commission, said June 30 "marks the conclusion" of his tenure as chairman of the commission. Trump nominated Sola to the FMC in 2018. Terms for commissioners are five years, with one term ending each year on June 30. A commissioner may serve up to an additional two years until a successor is named.
