Joshua Kurland, a 15-year trial attorney at DOJ, has joined Hogan Lovells as a partner in the international trade and investment practice, the firm announced. At DOJ, Kurland led the government's litigation efforts in many cases in the Commercial Litigation Branch, including over 250 international trade-related cases. From January 2024 to January 2025, he sered as a trial attorney detailed in DOJ's national security division, covering counterintelligence and export control matters.
The Bureau of Industry and Security has officially appointed Joe Bartlett, former legislative affairs director, to be the agency's new deputy undersecretary, according to his LinkedIn page and the BIS website. Bartlett's previous role was filled by Madison Hardimon, a former congressional staffer, who joined BIS last month. The announcements come more than a month after James Rockas, former BIS deputy undersecretary, left the agency (see 2504290004).
Matthew Graves, a former senior DOJ official during the Biden administration who oversaw prosecutions of sanctions violations and other financial crimes, has joined Winston & Strawn's white-collar and government investigations practice. Graves left his DOJ role as the U.S. attorney for the District of Columbia in January.
President Donald Trump has nominated acting Treasury Department general counsel Chris Pilkerton to be assistant treasury secretary for investment security, overseeing the Committee on Foreign Investment in the U.S., the White House told the Senate on June 2.
Liz Abraham, former director of the Bureau of Industry and Security's International Policy Office, has joined White & Case as a trade lawyer in its international trade practice, a spokesperson for the firm said. Abraham had been with BIS since May 2023, according to her LinkedIn profile. She officially joined White & Case on June 2.
Jesse Sucher, a former senior adviser and official with the Committee on Foreign Investment in the U.S. and the Office of Foreign Assets Control, has joined FTI Consulting as a senior director, the firm announced on LinkedIn. Sucher left the Treasury Department in 2023.

Former Bureau of Industry and Security Undersecretary Alan Estevez has joined the board of directors of Almonty Industries, a tungsten mining and production company. Almonty CEO Lewis Black said Estevez's "firsthand experience in acquisition, contracting, and supply chain operations will be especially relevant as we advance our position as a key allied supplier of tungsten." Estevez also became a senior adviser for Covington & Burling after leaving BIS earlier this year (see 2505120044).
Gregory Dunlap, a former special agent in charge of the Bureau of Industry and Security's Office of Export Enforcement, has joined Akin as a senior regulatory adviser. Dunlap most recently oversaw export controls and sanctions investigations at BIS and also worked at DOJ for more than eight years, including in the National Security Division.
Adam Small, a former trial lawyer in DOJ's Counterintelligence and Export Control Section who prosecuted export control and sanctions cases, is joining GE Aerospace as senior counsel, he announced on LinkedIn. Small left DOJ this month after first joining in 2011.
