Certain types of circular welded non-alloy steel pipe exported from the U.S. to Mexico for reprocessing and subsequent re-importation are not covered by the antidumping duty order on Mexican standard pipe, the Commerce Department said in a March 13 scope ruling. The products’ country of origin is the U.S., not Mexico, the department said.
Aluminum coil produced from 8011 alloy aluminum, with a thickness between .2mm and 6.3mm, is not subject the antidumping and countervailing duty orders on common alloy aluminum sheet from China, the Commerce Department said in a March 13 scope ruling. It said the relevant orders do not describe products made of 8011 alloy.
CBP ruled that the fallback method was appropriate for appraising several pharmaceutical products being imported for use in clinical trials. The ruling, dated Feb. 28, looked at three different valuation scenarios, each for pharmaceutical products that were provided to the importer conducting the clinical trial by related companies but were not actually sold.

An antidumping duty order on Taiwanese light truck tires doesn't cover a spare light truck tire model imported by Cheng Shin Rubber USA, Commerce said in a March 7 scope ruling. Like the company’s Thai tires, the products were for temporary use only and thus excluded from the order, it said (see 2401250038).
