Coil Made of 8011 Aluminum Alloy Not Subject to AD/CVD on Aluminum Sheet From China
Aluminum coil produced from 8011 alloy aluminum, with a thickness between .2mm and 6.3mm, is not subject the antidumping and countervailing duty orders on common alloy aluminum sheet from China, the Commerce Department said in a March 13 scope ruling. It said the relevant orders do not describe products made of 8011 alloy.

The ruling applies to the products on a countrywide basis, regardless of their producer, exporter or importer, the department said.
The AD/CVD orders cover flat-rolled aluminum made of common alloy with a thickness between .2mm and 6.3mm. The sheet can be clad or not clad. If clad, it can be made of multi-alloy, and if not clad it must be manufactured from 1XXX-, 3XXX- or 5XXX-series alloy.
The 8011 alloy aluminum coil under consideration is not clad, nor is it made of 1XXX-, 3XXX- or 5XXX-series alloy, Commerce said. It noted that the domestic aluminum sheet industry agreed, submitting a comment that the coil “is not covered by the plain language of the” orders.
Comparing 8011 alloy to some of the alloys covered by the orders, Commerce said it found a partial, but not complete, overlap between their chemical compositions. A sheet made of 8011 alloy couldn't also be designated in such a way as to be subject to the orders, it said.
“We find that any aluminum sheet that meets the chemical specifications of 8011 alloy would have a chemical composition incompatible with any of the in-scope registered alloy designations,” it said.
The department also compared the 8011 alloy with “unregistered alloys that contain a major alloying element corresponding” to the alloys mentioned by the orders. Those commonalities, too, were insufficient to consider 8011 alloy in the scope of the orders, it said.
