UK Adds to Russia, Cyber Sanctions Regimes
The U.K. on July 18 added to its Russia and cyber sanctions regimes, listing three people and one entity under the Russia list and 18 individuals and one entity under the cyber list.

Under the Russia sanctions regime, the Office of Financial Sanctions Implementation added the Russian news agency African Initiative and three employees. OFSI sanctioned Editor-in-Chief Artyom Kureyev; Victor Lukovenko, founder of the initiative in Burkina Faso; and Deputy Editor-in-Chief Anna Zamaraeva.
Under the cyber sanctions regime, OFSI sanctioned the 161st Specialist Training Centre and 18 people involved in malicious cyber activity, including the "targeting of Yuliya Skripal with X-Agent." Skripal is the daughter of Sergei Skripal, a former Russian military intelligence officer who provided intelligence to the British government in the 1990s and 2000s. X-Agent is a malware program. OFSI also updated the listings for the Main Centre for Special Technologies and the 85th Main Special Service Centre of the Russian General Staff of the Armed Forces of the Russian Federation (GRU).
