Under the Iran sanctions regime, the council listed eight people and one entity for committing serious human rights violations on behalf of "Iranian state bodies outside of Iran." They took part in extrajudicial and "arbitrary executions and killings" and disappearances of people critical of the Iranian regime. The sanctioned entities include the Zindashti Network, which is a criminal group linked to the Iranian Ministry of Intelligence and Security, and various Zindashti Network leaders and associates.

Under the Haiti sanctions list, the council sanctioned three gang leaders: Micanor Altes, leader of the Wharf Jeremie gang; Christ-Roi Chery, leader of the Ti Bwa gang; and Jeff Larose, leader of the Canaan gang.

Under the Moldova sanctions regime, the council sanctioned seven people and three entities responsible for undermining the sovereignty of Moldova. The additions include associates of Ilan Shor, who's already sanctioned for illegally financing political parties in Moldova and inciting violence, along with Victory/Pobeda Political Bloc, which was established by Shor and is involved in spreading misinformation. The council also sanctioned Russia-connected company A7 and the Cultural Educational Centre of Moldova for also attempting to influence the Moldovan presidential elections.
