Under the ISIL sanctions list, the Office of Financial Sanctions Implementation amended 12 entries and removed the entry of Lionel Dumont, a former French soldier who served a 25-year prison sentence for murdering a Bosnian police officer. Many of the 12 amended entries were reportedly killed during counterterrorism operations in Syria, Yemen, Afghanistan and Pakistan.
Under the Zimbabwe sanctions regime, OFSI removed four people and one entity from the list. The people, all members of Zimbabwe's military or police force, are Godwin Matanga, Isaac Moyo, Owen Ncube and Anselem Nhamo Sanyatwe. The entity is Zimbabwe Defence Industries.
Under the Russia sanctions list, OFSI amended the listing of Michel Litvak, a Belgian and Russian businessman, to reflect that he doesn't have U.K. citizenship.
