EU Adds to DRC Sanctions List

The Council of the European Union on March 17 added nine people and one entity to its Democratic Republic of the Congo sanctions list for committing "serious human rights violations and abuses" through the sustenance of the "armed conflict, instability and insecurity" in the DRC.

The listed parties include five senior leaders of armed group M23, including its president Bertrand Bisimwa, the head of recruitment and propaganda Desire Rukomera and colonel John Imani Nzenze. Members of the Rwanda Defence Force also were sanctioned, including commander of the RDF special forces Ruki Karusisi and RDF major general Eugene Nkubito. The council also sanctioned Francis Kamanzi, a.k.a. Erasto, who is the chief executive officer of the Rwanda Mines, Petroleum and Gas Board, and Gasabo Gold Refinery.
