EU Adds to Sudan, Haiti Sanctions Regimes
The Council of the EU added four people to its Sudan sanctions regime and three people to its Haiti sanctions list on Dec. 16.

The designations target various members of the Sudanese Armed Forces and the Rapid Support Forces, two groups involved in an ongoing civil war. On the SAF side, the EU sanctioned Mohamed Ali Ahmed Subir, a lieutenant general heading military intelligence operations, and Salah Abdallah Mohamed Salah, the former national security adviser of Sudan and former director of the Sudanese National Intelligence and Security Service. On the RSF side, the EU sanctioned Osman Mohamed Hamid, a major general in charge of military operations, and Tijani Karshom, the de facto governor of West Darfur.
The EU also added three gang leaders to its Haiti sanctions regime: Jonel Catel, leader of the Terre Noir gang, Gabriel Jean-Pierre, leader of the GPep coalition of gangs, and Ferdens Tilus, leader of Kokorat San Ras Gang. The designations reflect the "escalating gang violence, unremitting serious human rights abuses committed by the gangs" and the "continuing impunity for the perpetrators," the EU said.
