No Change in Status of Long-Awaited Routed Export Rule, Official Says
The Census Bureau and the Bureau of Industry and Security are continuing to try to make progress on their long-awaited routed export rule, a Census official said this week.

Gerry Horner, chief of the Census Trade Regulations Branch, said he knows industry has "been waiting for updates" on the rule, but the two agencies “are really at the mercy of the [Commerce] Department here." Horner, speaking during a Dec. 10 Regulations and Procedures Technical Advisory Committee meeting, added: “I will say that a lot of good work is going into it, and we'll see what happens in 2025.”
The rule (see 2403270056), which has faced years of delays (see 2312150006, 2403270056 and 2006020049), is expected to include major changes to the process around assigning filing responsibilities to forwarders and to address information sharing among parties in routed export transactions. Horner announced in December 2023 that BIS and Census had restarted work on the rule for the first time in months (see 2312150006), although he and other officials haven’t released specific details about where the effort stands.
