US Export Controls

U.S. export controls include those imposed on dual-use goods under the Export Administration Regulations (EAR) by the Commerce Department's Bureau of Industry and Security (BIS), as well as controls on exports of defense articles and services by the State Department's Directorate of Defense Trade Controls (DDTC) under the International and Traffic in Arms Regulations (ITAR). The control lists administered by these agencies are the Commerce Control List (CCL) and the U.S. Munitions List (USML), respectively.

Clear Terms

Search Primer

Term list: Separate terms with spaces, not commas or semicolons.

Multi-word term: Place inside quotes to ensure an exact match (e.g. "export control officer").

Acronyms: Use all capital letters to ensure the search is not looking for that letter sequence instead. (e.g., BIS).

Required term: If a term must be included in any resulting articles, prefix it with a plus sign (e.g., BIS +Huawei).

Excluded term: If a term should be excluded from any articles being found, prefix it with a minus sign (e.g., China -ruling).

Singular form: Always use the singular form when doing multi-word terms (e.g. "russian export control" instead of "russian export controls").

Shortest word form: When you have different word forms in a quoted (multi-word) term, you want to only include the shortest version if it is the last part of the expression (e.g., "entity list" instead of "entity listing" or "entity listed").

House Author of Export Controls Bill Says It Has a Good Chance of Passage

A House bill that would require the U.S. government to ban all U.S. exports to any company that violates export controls or sanctions has appeal on both the right and left, said Rep. Mike Gallagher, R-Wis., in a recent interview. The bill, H.R. 602, which so far only has Reps. Ruben Gallego, D-Ariz., and Vicky Hartzler, R-Mo., as co-sponsors, is a companion bill to a Senate effort led by Sen. Tom Cotton, R-Ariz.
