Export Administration Regulations

The Export Administration Regulations establish the U.S. framework for controlling exports, reexports and transfers of so-called dual-use items -- commercial goods, software and technology that have both civilian and potential military or national security applications—as well as certain less sensitive military items. EAR updates reflect shifting national security priorities, foreign policy concerns and enforcement strategies.
