What is Behavioural Detection and is it effective? Behavioural sciences have been a prominent consideration in high level security and covert operations for many years. The capabilities of detection officers and how their skills in interpreting human interactions within certain environments can provide critical early warning of hostile intent, detect and pre-empt criminal activity and identify hostile reconnaissance / hostile intelligence collection is now in the public domain. It is indispensable in surveillance, protective surveillance and counter surveillance operations. The Terrorism (Protection of Premises) Bill, also known as Martyn's Law is currently before Parliament and likely to become legislation in the near future. This will place a legal obligation on premises and venues to strengthen the security of public events, take steps to mitigate the impact of a terrorist attack and reduce harm should an attack take place. Prevention and early detection is a key component in keeping the public safe and where professionally trained and experienced behavioural detection officers are an invaluable asset within wider security arrangements. We have access to the only Covert Behavioural Detection Officers commercially available in the UK. Their counter terrorism experience in monitoring, observing and disrupting threats to UK security is substantial. Deploying seamlessly in support of existing security arrangements they provide a wealth of experience in terrorist methodology, attack planning, contingencies, interoperability, emergency service responses and resolution options. Current Government (NPSA) guidance makes clear ‘suppliers should be able to provide quantifiable evidence of the effectiveness of their training’. Fact: High profile event, over 50,000 attendees including Royal family, visiting foreign dignitaries, prominent celebrities, high net worth individuals and public. Our CBDOs identified a subject of interest within a crowd approaching the venue. Assessment of behavioural indicators within controlled environment provided necessary detail to support immediate covert surveillance deployment. Surveillance confirmed activity. Armed police response resulted in subject being detained outside venue. Duration of incident around nine minutes. Subject confirmed as “of interest” to various agencies. Ultimately it will be a commercial decision whether venues and premises consider on-line courses and 'inputs' for behavioural detection sufficiently equip new BDOs with the requisite skills to protect the public, identify differing terrorist group methodology and attack planning, understand emergency responses and tactical options together with contingencies. Yesterday members of our Negotiator Response Team (NRT) partnered with the Clearwater Police Department for a joint training session. The training focused on advanced negotiation tactics and addressing the complexities of working a call alongside a neighboring agency. This hands-on exercise was vital for enhancing teamwork and ensuring the safety of everyone in high-stakes situations. NRT is a call-out team made up sworn members that respond to calls where a person is in crisis - they may be threatening suicide or they are a violent subject that has barricaded themselves with a hostage. They are called to deescalate the situation and bring a peaceful resolution. Often deploying alongside SWAT, these members are known to have incredible active-listening skills, empathy, and determination to help people in crisis.

Today’s Assasination Attempt: I want to preface this by saying I have had the honor and privledge to work with many Secret Service agents. My time at the White House was remarkable, and I forged lasting friendships with these professionals; they are the GREATEST at what they do and they put their lives on the line every single day. However… we must address the elephant in the room that something broke down today! I know the Secret Service during their advance would have accounted for an elevated location only 140-160 yards away. It has been stated that the shooter and his firing location was outside the Secret Service’s protective zone. So what does that mean? It means someone was not in position or watching where they should have been. It is way too early to point fingers and I look forward to the full investigation, but normally outside of the Secret Service protective zone local law enforcement partners are entrusted to watch these areas. Again this post does not serve as a political statement or bashing of the Secret Service, rather this must be a serious learning experience so that this type of incident never happens again. It involves the recruitment, harboring, transportation, provision, or obtaining of a person for labor or services through force, fraud, or coercion. The Paris MoU Committee has approved the 2023 inspection results and adopted new performance lists for flag States and Recognized Organizations at its 57th meeting. Effective 1 July 2024, and valid until 30 June 2025, the “White, Grey and Black (WGB) List” will present a spectrum from quality to high-risk flags, based on inspections and detentions over a 3-year period. The 2023 list includes 71 flags: 42 on the “White List”, 17 on the “Grey List”, and 12 on the “Black List”.
