The Census Bureau is adding CG Railway to its list of carriers participating in the ACE Electronic Export Manifest pilot for vessel cargo, CBP said in a Sept. 11 CSMS message. The carrier is “submitting 100%” EEM and will “not be required to submit the CF 1302A -- Cargo Declaration -- Outward with Commercial Forms, in the Document Image System (DIS) or directly to the port of departure in paper form.”

A new exemption for certain defense trade between the U.S., Australia and the U.K. under the AUKUS partnership is now active in the Automated Export System, CBP said in a Sept. 6 CSMS message. The State Department published the exemption in a final rule, effective Sept. 1, that it said will remove export control barriers for a range of items that had previously faced strict license requirements under the International Traffic in Arms Regulations.

The Census Bureau is updating the Automated Export System with Export Control Classification Numbers and a license code to reflect new export controls over advanced technologies announced last week by the Bureau of Industry and Security (see 2409050028). The update adds multiple new ECCNs to the ECCN reference table in AES, Census said in a Sept. 6 email to industry, and introduces new License Code C70 for License Exception Implemented Export Control (IEC), which authorizes certain technology exports to other countries that have put in place similar restrictions.

Several ports of unlading code names were updated or added in the Automated Export System Aug. 27, the Census Bureau said in an email to industry. AES updated the port in Nigpo, China (Port Code 57020), and added ports in Ras Al-Khair, Saudi Arabia (Port Code 51722), Tuna, India (Port Code 53308), and Zhoushan, China (Port Code 57023).

The Census Bureau this week alerted export filers about a name change to a license code in the Automated Export System that reflects a new semiconductor-related export license exception introduced by the Bureau of Industry and Security earlier this year. The AES change revises the name of License Code C68 to “Advanced Computing Authorized (ACA) (NO notification required),” according to an Aug. 21 email from Census and a CBP CSMS message.

The Census Bureau emailed tips this week on how to address the most frequent messages generated this month in the Automated Export System.

CBP will launch “enhancements” to the Document Image System on Sep. 28 to help improve data submissions of electronic documents for exported vehicles, the agency said in an Aug. 19 notice and CSMS message.

The Environmental Protection Agency wants manufacturers, importers and exporters of 31 chemical substances that are subject to premanufacture notices or microbial commercial activity notices under the Toxic Substances Control Act (TSCA) to notify the agency at least 90 days ahead of time, it said in a notice on the proposed significant new use rules (SNUR).

The State Department is seeking public comments on four information collections from the Directorate of Defense Trade Controls, the agency said in a notice this week. The collections deal with export licenses for unclassified defense articles and related unclassified technical data; license applications for temporary imports of unclassified defense articles; applications for temporary export of unclassified defense articles; and applications to amend those export or temporary import licenses.

The U.K. on Sept. 17 is planning to launch a public beta version of its new digital export licensing system, Licensing for International Trade (LITE), the country announced this week. The country has been allowing certain exporters to use the system as a “private beta,” but starting next month any exporter will be able to use LITE to apply for a standard individual export license (SIEL).
