CBP will extend its travel restrictions on the northern and southern borders through Jan. 21, 2021, it said in two notices. The travel bans do not apply to cargo, and exempt crossing the border from Canada or Mexico to work in the U.S.

The Chemistry Industry Association of Canada, the American Chemistry Council and Asociación Nacional de la Industria Química are asking that Mexico join Canada and the U.S. Regulatory Cooperation Council to discuss regulatory conformity for chemicals. The three groups sent a letter on Dec. 4 to Mexico's economy minister, Canada's international trade minister, and the U.S. trade representative.

Brazil added 288 items to its list of foreign capital goods and information technology and telecommunications goods subject to duty-free treatment under its Ex-Tarifario regime, the Hong Kong Trade Development Council reported Dec. 4. The 267 added capital goods are classified in Harmonized System chapters 84, 85, 86, 87 and 90, while the 21 added IT and telecom goods are classified in chapters 84, 85 and 90. The goods will benefit from duty-free treatment though Dec. 31, 2021.
Although members of Congress have complained that Canada's tariff rate quota changes do not comply with USMCA commitments (see 2008280003), a Nov. 20 Congressional Research Service update on USMCA's agricultural provisions says that dairy exports to Canada in the third quarter of 2020 were 10% higher than in the third quarter of 2019 and 9% above the same period in 2018. It also noted that after four years of decline of U.S. exports of poultry and eggs to Canada, poultry meat exports grew 8% in the third quarter this year compared with the same quarter in 2019, but were only 3% higher than in the third quarter of 2018. Egg exports were flat.
