CBP has drafted some interim implementing instructions for the U.S.-Mexico-Canada Agreement that could be released as soon as April 17, a CBP official said during an April 16 conference call. The draft is being circulated within the government and is planned to eventually go up on CBP's website, she said. The instructions will detail how to file an entry, and the Special Program Indicator code will be S, she said. There's also some discussion about an S+ code for agricultural goods with special requirements, similar to the CAFTA-DR codes, she said. A CSMS message would announce the release of the instructions, she said.

CBP and the Federal Emergency Management Agency are expected to issue formal guidance in coming days on the recently announced export ban on personal protective equipment, a CBP official said during an April 16 conference call. “It's undergoing final U.S. government review before publication,” he said. “There's still discussions being held at the highest levels in terms of some of the points. The deadline for customs payments to the Canada Border Services Agency will be extended due to the COVID-19 outbreak, the agency said in bulletin on March 27. “The timeframe for all payments due to the Agency (duties and taxes on regular imports, re-assessments, penalties, etc) is extended to June 30, 2020,” it said. “This also includes charges on the statement of account of March due on April 1. The CBSA will change the due date automatically, there is no need for companies to apply for the extension.”

CBP won't hold the 2020 Trade Symposium March 10-11, the agency said on March 4. “Given the number of cancellations received by trade partners and attendees and the more than two-dozen company travel restrictions that would impact the number of those able to participate, U.S. Customs and Border Protection has made the difficult decision to postpone the 2020 Trade Symposium,” it said on its website. “The intent of the symposium is to educate and update the attendees on CBP’s trade priorities. We believe that postponing the event to maximize attendance is the most beneficial course of action at this time.” CBP plans to process registration fee refunds shortly, it said.
