Wireless carriers don't have much apparent interest in the 42 GHz band, to judge from comments posted Thursday in response to a June NPRM. New America’s Open Technology Institute and Public Knowledge were enthusiastic about the possibilities. Comments were due Wednesday in docket 23-158.
The FCC released a draft Further NPRM on the long-awaited 5G Fund Thursday, with commissioners scheduled to vote Sept. 21 (see 2308300062). Also on the agenda is a Space Bureau “transparency initiative,” with the bureau giving more guidance at initial application stages. Per the draft order and accompanying Further NPRM, the streamlining proposal is to be the first in a series of intended improvements to the Space Bureau. Chairwoman Jessica Rosenworcel also is seeking a vote on an additional action targeting VoIP robocalls.
Build America, Buy America (BABA) requirements imposed on participants in the broadband, equity, access and deployment program will inevitably slow deployment, said Technology Policy Institute President Scott Wallsten Wednesday. Other speakers said during a Broadband Breakfast webinar NTIA’s proposed partial waiver of the requirements is helpful, and their companies are ready to comply with the rules (see 2308220081).
The FCC will consider an item at its Sept. 21 meeting that would move the agency closer to launching a 5G Fund, which has been pending since 2020, FCC Chairwoman Jessica Rosenworcel said Wednesday. Also planned for the September agenda is what Rosenworcel calls a “transparency initiative” for space-related applications and an action aimed at clamping down on “malicious” robocalls.
The optical network market continues to grow after a “slight hiccup” in 2020 when providers hesitated briefly after the COVID-19 pandemic started, said Jimmy Yu, Dell'Oro Group analyst for optical transport, during the Fierce Telecom Optical Summit Tuesday. But Yu predicts challenges ahead. Other speakers predicted growth as providers look to cut operating costs and make their networks more efficient.
T-Mobile US and parent Deutsche Telekom oppose Dish Network's move to delay until June 30 Dish's purchase of T-Mobile’s 800 MHz spectrum. Earlier this month, Dish asked the U.S. District Court for the District of Columbia to give it until that date to put together financing to buy the spectrum, which was part of a web of agreements around T-Mobile’s buy of Sprint (see 2308170065). Dish would have to pay a $72 million fee for walking away from the deal (see 1907260071).
The FCC Office of Engineering and Technology launched a process for testing the automated frequency coordination (AFC) systems that will manage access to 6 GHz band spectrum by standard-power unlicensed devices. The public notice came later than expected, with some experts saying last year they thought testing could be completed early this year (see 2211040055). Canada regulators approved Qualcomm last week as the first 6 GHz AFC operator there (see 2308230060).
The recent promotion of Austin Bonner to deputy U.S. chief technology officer-policy (see 2308180042) could address a recurring concern among Biden administration watchers that there’s no one close to the White House with enough standing to keep tabs on telecom and other communications matters, industry experts told us. But they said it remains to be seen whether the change will have much effect.
Reauthorization of the FirstNet Authority is a top priority in FY 2024, CEO Joe Wassel said at the authority board’s quarterly meeting Wednesday. The authority will sunset in 2027 without congressional action, Wassel said. The authority oversees the network, which AT&T is building. The board, which met in Tacoma, Washington, and virtually, also approved a budget for the year.
The wireless industry asked the FCC to go slow on major changes to wireless emergency alerts, in reply comments posted Tuesday in docket 15-91. Commenters also raised privacy concerns. A Further NPRM, approved by commissioners 4-0 in April, proposed to require participating providers to ensure mobile devices can translate alerts into the 13 most commonly spoken languages in the U.S. aside from English, to send thumbnail-sized images in WEA messages, and other changes (see 2304200040).
