Lawmaker Seeks Sanctions for Human Rights Abuses in Congo

Rep. Andre Carson, D-Ind., introduced a resolution Jan. 30 calling on the president to use existing authorities to impose targeted sanctions against human rights abusers in the Democratic Republic of Congo.

The legislation says that ethnic minorities in Congo “have been the targets of an escalation of hate speech and incitement to violence nationwide, including in anti-minority rhetoric employed by some politicians and security force officials.” It further says that violence against those ethnic minorities by several armed groups "may constitute ethnic cleansing."

The resolution was referred to the House Foreign Affairs Committee.

The introduction came eight days after the chairman of the House Foreign Affairs Subcommittee on Africa threatened to introduce sanctions legislation if Congo or Rwanda fail to adhere to a peace agreement they signed in December (see 2601230005).
