New OFAC License Authorizes Transactions With 3 Belarus-Connected Aircraft
The Office of Foreign Assets Control issued a new general license this week that authorizes certain transactions with three aircraft that had been blocked under the Belarus Sanctions Regulations. The license, which has no expiration date, authorizes transactions with:

- An aircraft with tail number EW-001PA and serial number 33079
- An aircraft with tail number EW-001PB and serial number 33968
- An aircraft with tail number EW-001PH and serial number 31835.
The license specifically says it authorizes transactions “related to the use of the aircraft by” Belarus President Alexander Lukashenko and Foreign Limited Liability Company Slavkali, a Belarusian potash company that the U.S. sanctioned in 2021 for providing revenue to the Lukashenko regime.
The license came close to two months after the Bureau of Industry and Security removed certain export restrictions from aircraft belonging to Belavia, the state-owned flagship carrier of Belarus, as part of sanctions relief that the Trump administration has offered to Belarus (see 2509160035).
