Chip Export Control Bill Becomes Bicameral
Reps. John Moolenaar, R-Mich., and Raja Krishnamoorthi, D-Ill., the chairman and ranking member, respectively, of the House Select Committee on China, announced Oct. 30 that they're introducing a companion to a Senate bill that would require U.S. manufacturers of advanced AI chips to make their products available to American firms before selling them to China and other "countries of concern."

The Guaranteeing Access and Innovation for National Artificial Intelligence Act, or Gain AI Act, would “guarantee that no American company is ever put behind a foreign adversary buyer for advanced AI chips," said Moolenaar, who endorsed the Senate measure in September (see 2509240062).
The Senate bill, offered by Sen. Jim Banks, R-Ind., is included in the Senate version of the FY 2026 National Defense Authorization Act (see 2510240052). It's unclear whether Banks' legislation will make it into the final NDAA, which the House and Senate are negotiating.
