House Bill Would Sanction Azerbaijan If It Attacks Armenia
Reps. Darrell Issa, R-Calif., and Gus Bilirakis, R-Fla., introduced a bill Sept. 30 that would impose sanctions on Azerbaijan if the country violates its new peace agreement with Armenia.

The Preventing Escalation and Advancing Caucasus Engagement Act, or Peace Act, would sanction senior officials and their domestic and foreign enablers for “hostile actions” against Armenia. The targeted enablers would include foreign financial institutions that facilitate the trade of Azerbaijani petroleum or petroleum products.
The bill also would authorize sanctions on those who seek to undermine the peace deal. It would require the president to report to Congress annually on the status and effectiveness of sanctions imposed under the legislation.
The legislation was referred to the House Foreign Affairs, Judiciary and Financial Services committees.
