Syrian Group Calls for Repealing Sanctions Law Without Conditions

The Jewish Heritage in Syria Foundation (JHS), which represents Syrian Jews living in the diaspora, urged Congress on Sept. 25 to pass legislation to repeal the Caesar Syria Civilian Protection Act of 2019 without conditions.

JHS said ending the economic sanctions law would help Syria rebuild after last year's collapse of the Bashar Assad regime. A repeal provision has been included in the Senate version of the FY 2026 National Defense Authorization Act, which is pending on the Senate floor (see 2509050056).

JHS said it opposes an NDAA amendment proposed by Sen. Lindsey Graham, R-S.C., that would reimpose the Caesar sanctions if certain conditions aren't met, such as "making progress in providing security for religious and ethnic minorities in Syria." The group argued that the amendment would discourage investment, cultural restoration and the return of refugees. The group would instead support "targeted accountability for war criminals and human rights violators."
