CBP Issues 'Final' Deadline Extension for DIS Filing Option Ahead of EEM Mandate
CBP last week issued "one final extension" for its deadline to allow users more time to continue submitting certain documents through the Document Imaging System as it tries to push operators to participate in its Electronic Export Manifest pilot, the agency said in a Sept. 26 cargo systems message. DIS will continue accepting submissions of “Form 1302A Cargo Declaration - Outbound With Commercial Form” until Dec. 1, CBP said.

"On December 1, 2025, the DIS will no longer be an acceptable method for submitting the Outbound Cargo Declaration," the agency said. "This includes the CBP Form 1302A Outbound Cargo Declaration, supplemental form CBP 168, or any associated documents that comprise the outbound cargo manifest."
The deadline previously was Oct. 1 after multiple prior extensions (see 2403180066).
"For Carriers and Vessel Agents in the Electronic Export Manifest (EEM) pilot: If you have already begun internal development or are utilizing EEM software from approved vendors, you should complete your testing and fully transition to submitting EEM," CBP said. "For Carriers and Vessel Agents not yet in the EEM Pilot: Complete your transition off the DIS system by December 1, 2025."
