House Committee Chair Backs Senate Restrictions on Chip Exports
House Select Committee on China Chairman John Moolenaar, R-Mich., “strongly supports” Senate legislation that would require U.S. manufacturers of advanced AI computing chips to make their products available to American firms before selling them to China, the panel said Sept. 22.

“The bill is a common-sense, America First approach to AI competition that empowers American innovators,” the committee wrote on X.
Named the Guaranteeing Access and Innovation for National Artificial Intelligence Act, or the Gain AI Act, the bill was added to the Senate version of the FY 2026 National Defense Authorization Act (NDAA) Sept. 4 (see 2509050056). The Senate plans to resume its NDAA deliberations when it reconvenes next week.
The Semiconductor Industry Association has urged congressional leaders to reject the Gain AI Act, saying the legislation would impose “complex requirements” on the industry (see 2509080065).
