Recent USML Update Causing Error Message for Certain Licenses

Recent updates to the U.S. Munitions List (see 2508260011) may be causing error messages for licenses submitted in the State Department’s Defense Export Control and Compliance System, State said this week.

The agency said some DECCS users submitting licenses have reported receiving an error message that says: “USML Category & Sub Category contained outdated version information. Update the USML Category and Sub Category to select from the latest USML version.” This is likely caused by a “mismatch between the USML values in licenses drafted before” the most recent USML updates took effect on Sept. 15. The State Department said licenses created before the USML update “need to be adjusted to match the new requirements.”

To fix the issue, users should log out and log back in to DECCS to refresh their session before creating a copy of the license that is returning the error. They should then “carefully review the selected USML categories to ensure they align with the updated version, along with the rest of the form and any attached files,” and then resubmit the license.
