Coalition Raises Technical Issues With ACAM Model
Members of the ACAM Broadband Coalition spoke with FCC staffers about continuing concerns about the enhanced alternative Connect America cost model (E-ACAM), said a filing posted Wednesday in docket 10-90. Coalition members said it was critical that the agency release “a complete and proper adjudication of all locations, service availability, and enforceable commitment issues before the eligible locations list to be used in the adjustment process is finalized.”

Members also discussed a proxy model “to estimate costs for use in recalculating support levels for companies participating” in the program, the filing said. In addition, they addressed the “unjustified consequences that could result if E-ACAM companies with location decreases of barely more than 5% (e.g. 5.1%) faced support reductions in the adjustment process calculated based on their entire percentage decrease while E-ACAM companies with slightly less than 5% location decreases (e.g. 4.9%) faced no reduction.”
