House Bill Would Clarify That Certain LNG Transfers Aren't Exports
Reps. Laurel Lee, R-Fla., and August Pfluger, R-Texas, introduced a bill July 25 that would clarify that ship-to-ship transfers of liquefied natural gas to be used as marine fuel are not considered exports unless conducted in foreign waters.

The legislation, which would apply to LNG bunkering, or transfers in U.S. ports, is intended to codify a Trump administration decision that reversed a Biden-era Energy Department order. The earlier order treated the transfers as exports, "subjecting them to extensive federal regulation and public interest review," according to a Lee news release.
The Cutting LNG Bunkering Red Tape Act was referred to the House Energy and Commerce Committee.
