House Bill Proposes Changes to Syria Sanctions Law

Rep. Mike Lawler, R-N.Y., introduced a bill July 16 that would update the conditions for lifting sanctions in the Caeser Syria Civilian Protection Act of 2019.

The Syria Sanctions Accountability Act would require the Syrian government to fight the illicit proliferation of the drug Captagon and avoid the targeting or extrajudicial detention of religious minorities. It also would remove references to Russia and Iran that were placed in the existing law because of former Syrian President Bashar Assad's ties to those countries.

The bill also would direct the Financial Crimes Enforcement Network to brief Congress on the impact of its May move to permit U.S. financial institutions to maintain correspondent accounts for the Commercial Bank of Syria (see 2505230073).

The legislation was referred to the House Financial Services, Foreign Affairs and Judiciary committees. The bill's introduction comes as the Trump administration implements an executive order that President Donald Trump signed June 30 to ease sanctions on Syria (see 2506300055).
