House Panel Backs Expanding Pentagon’s 1260H List
The House Armed Services Committee approved legislation July 15 that would expand the Defense Department’s 1260H list of Chinese military companies to include state-owned enterprises operating outside of China.

The measure, offered by Rep. Pat Harrigan, R-N.C., was agreed to as part of a group of amendments to the FY 2026 National Defense Authorization Act (NDAA).
The committee also endorsed an amendment by Rep. Austin Scott, R-Ga., that would require DOD to determine if two leading Chinese display providers -- BOE Technology Group and Tianma Microelectronics Co. -- should be added to the 1260H List. House Select Committee on China Chairman John Moolenaar, R-Mich., urged DOD last year to add the firms to the list, citing their ties to the People’s Liberation Army (see 2409240070).
The Armed Services Committee also approved an amendment by Rep. Ronny Jackson, R-Texas, that would require DOD to brief lawmakers on its efforts to improve the Foreign Military Sales process. The committee was expected to continue its NDAA markup into the evening.
