China Adds, Deletes Items From Tech Export Control List
Beijing this week added new export controls on certain battery electrode material preparation technology and removed restrictions on three items related to building construction technology, China’s Ministry of Commerce said, according to an unofficial translation.

The changes, released July 15, add certain battery-related technology to China’s export control list, including “battery lithium iron phosphate preparation technology, battery lithium manganese iron phosphate preparation technology” and “phosphate positive electrode raw material preparation technology,” China said. A ministry spokesperson said the technology is “increasingly being used in sensitive fields,” and the new controls will “help better coordinate development and safety and promote the safe and sustainable application and development of relevant technologies.”
China also removed restrictions over “traditional Chinese construction technology,” including “building environment control technology,” which will help create “convenient conditions for promoting the global sharing of China's construction technology development achievements.”
The ministry also revised its export control entry for “non-ferrous metal metallurgy technology” by adding five new “control points,” including “spodumene lithium extraction production of lithium carbonate technology, spodumene lithium extraction production of lithium hydroxide technology, metal lithium (alloy) and lithium material preparation technology, brine lithium extraction technology, lithium-containing purification liquid preparation technology, and modifying the control point of metal gallium extraction technology.” China said it made these changes to take into account evolutions in this technology.
Technologies on the list are either subject to an export prohibition or a license requirement, the spokesperson said, adding that the ministry will “continue to dynamically adjust" the list.
