China Urges BIS to Rescind Guidance Outlining Restrictions on Huawei Ascend Chips

China criticized new guidance from the Bureau of Industry and Security this week that said using Huawei Ascend chips likely violates export controls (see 2505130018), saying the announcement is another example of U.S. “unilateral bullying.”

“The U.S. abuses export control measures and imposes strict restrictions on Chinese chip products on trumped-up charges, which seriously damages the legitimate rights and interests of Chinese companies, seriously threatens the stability of the global semiconductor production and supply chain, and seriously undermines market rules and the international economic and trade order,” a Chinese Ministry of Commerce spokesperson said during a May 15 press conference, according to an unofficial translation.

The BIS announcement is “not conducive to the long-term, mutually beneficial and sustainable cooperation and development between the two sides' enterprises,” the spokesperson added. Beijing “urges the US to immediately correct its wrong practices,” the person said, adding that it “will take resolute measures to safeguard the legitimate rights and interests of Chinese companies.”
