The designations target several Iranian companies, and their directors or board members, that are trying to help the Iranian government develop its own carbon fiber manufacturing abilities to use for its military. OFAC said that includes Advanced Fiber Development Company and deputy director Mohammad Rezai along with technological research company Sharif Hamrah Science and Technology Researchers, which is listed as the chairman of the board of directors of Advanced Fiber Development Company.
The agency also said Iran-based Sarmand Sazeh Sazan Soroush was listed as the consignee of shipments of carbon fiber sent from China to Iran by China-based Shanghai Tanchain New Material Technology Co Ltd. The agency sanctioned Chinese nationals Qin Jinhua, Qin Dehui and Wang Chao for being executives of the Chinese company, and also designated Hong Kong-based Super Sources Industrial Co Limited and China-based Reso Trading Shanghai Co Ltd for being owned by Wang Chao. It also sanctioned Chinese national Wang Piao for being the "legal representative" of Reso Trading.
OFAC also sanctioned China-based Nantong Tanchen High Performance Materials Co Ltd, Nantong Yihong New Materials Co Ltd, Shanghai Ninestex New Material Technology Co Ltd and Qingdao Premier Technology Co Ltd for either being subsidiaries of Shanghai Tanchain, for their ties to other sanctioned Chinese executives or for sending carbon fiber to Iran.
