Census Updates ECCNs Eligible for Chip-Related AES License Codes
The Census Bureau this week updated two license type codes in the Automated Export System to reflect which Export Control Classification Numbers can be used with those codes, which need to be reported for certain chip-related exports.

The agency removed ECCN 3A991 and added 3B991 to license type code C65 (see 2412050052), a code introduced in 2023 for exporters sending items under a temporary general license created by a semiconductor-related export control rule issued by the Bureau of Industry and Security in October 2023 (see 2303150031).
Census also added ECCN 5A002.z for C75 (see 2501290014), a code for exports sent under License Exception Low Processing Performance, an exception introduced under the BIS AI diffusion rule in January (see 2501130026). The exception places caps on the number of advanced chips that can be shipped to nations outside of Country Group D:5 or Macau.
