The proposed changes suggest that support received from the Emergency Broadband Benefit Program should no longer be included on Line 308 of Form 499-A. The form is also updated to clarify that tower leases should be included on Line 418 as non-telecommunications service revenue. “The Bureau has delegated authority to revise these FCC forms and accompanying instructions to, among other things, ensure ‘sound and efficient administration of the universal service programs,’ and to promote clarity, transparency and predictability,” the notice said.
