CBP Again Delays Deadline for DIS Filing Option Before EEM Mandate

CBP is again extending a deadline to allow users more time to continue submitting certain documents through the Document Imaging System in preparation for the agency’s upcoming Electronic Export Manifest mandate (see 2207290035 and 2209150014), the agency said in a cargo systems message this week.

DIS will now continue accepting submissions of “Form 1302A ​​Cargo Declaration - Outward With Commercial Forms” through Oct. 1, CBP said, six months beyond the scheduled April 1 deadline. The agency has delayed the deadline multiple times (see 2409230009, 2209200080 and 2303130012).

The agency also said it created a new document label code, "CBP168." Along with Form 1302A, CBP said "filers must use the new document code (CBP168) to submit the .xls Supplemental Manifest Document to CBP via DIS."

CBP said it's continuing to see "increased participation" in EEM, and the extension will give users more time to “adequately program and test with their assigned CBP Client Representatives." Traders "currently programming and testing should work towards transitioning over to submitting 100% EEM prior to October 1, 2025."
