Revised AES Message Covers Discrepancy in USPPI Address State, US State of Origin Codes

The Census Bureau is revising error message 26C in the Automated Export System, which alerts users when the U.S. Principal Party in Interest Address State Code and the U.S. State of Origin Code don’t match, the agency said in a Feb. 20 email to industry.

Census said it has carried out “two years of research” on this issue and has determined that when those two fields don’t match in an Electronic Export Information filing, the USPPI Address State Code is incorrect. In those instances, EEI filers will see response message 26C, which will say that the USPPI address includes an incorrect state code because it differs from the U.S. State of Origin Code.

To resolve the message, EEI filers must report the USPPI address “as the location from which the goods actually begin the journey to the port of export as defined” in the Census Bureau’s Foreign Trade Regulations. “The State in the USPPI Address, when reported correctly shall match the U.S. State of Origin Code,” Census said. “Any reporting errors must be corrected and retransmitted.”
