Census to Formalize Fillable Voluntary Disclosure Form
The Census Bureau is making permanent a “fillable” voluntary self-disclosure form that it launched as a pilot program in August, saying the form has allowed the agency to receive more “timely and complete” data and more efficiently process disclosures. The Census Trade Regulations Branch will officially begin implementing the disclosure form March 3, the agency said in a Jan. 30 email to industry.

The fillable VSD form collects a range of information, including:
- the type of violation involved, such as failure to file electronic export information
- a description of the data that was either not reported or reported incorrectly
- an explanation of when and how the violations occurred
- the identities and addresses of all people and entities involved
- whether the violating party was notified of the violation by a federal agency
- whether the exports were subject to any U.S. export controls
- a description of any mitigating factors
- any corrective measures taken
- the internal transaction numbers of missed or corrected shipments.
Census also issued an instruction guide for filling out the form.
