OFAC Re-Sanctions Russian Entities, Vessels Supporting Nord Stream 2

The U.S. this week announced sanctions on entities, ships and one person that are involved in the construction of Russia’s Nord Stream 2 pipeline or that are linked to the project. Each was previously sanctioned under the Protecting Europe’s Energy Security Act, but the State Department said it’s redesignating them under a 2021 Russia-related executive order.

Among the designations is Russia’s Federal State Budgetary Institution Marine Rescue Service, the country’s state-owned maritime rescue service that was first sanctioned for servicing Russian vessels working on Nord Stream 2. Along with the designation, the Office of Foreign Assets Control issued updated General License 1B, which authorizes certain transactions with the rescue service, to include more information about what types of transactions aren’t authorized and to reference the new designation. The license replaces previously issued GL 1A.

The State Department also sanctioned a range of other Russian companies involved in marine services along with various ships. The agency also designated Russian technology company Obshchestvo S Ogranichennoi Otvetstvennostyu MTV and its owner Matthias Warnig, the founder of Nord Stream 2.
