BIS Adds Entities, Removes Others From Boycott Requester List

The Bureau of Industry and Security this week published the second quarterly update of its new boycott requester list, a list of entities that have asked other companies to boycott goods from certain countries in violation of the Export Administration Regulations.

The list, which BIS first issued in March (see 2403290025) and which the agency plans to update every quarter, includes 36 new entities that have been recently reported to BIS as having made a boycott request. BIS also deleted 21 entities.

The agency said U.S. people and companies involved in international trade should “diligently review transaction documents from all sources, especially those involving these listed parties,” to find possible boycott-related language. If they are asked to boycott goods, those U.S. parties may be required to report that request to BIS.

Matthew Axelrod, the BIS assistant secretary for export enforcement, said the list so far has had a “meaningful impact on both antiboycott compliance and antiboycott enforcement.” He also said it has “changed behavior,” noting that since BIS issued the list, more than 20 foreign entities have certified to the agency that they have “ceased imposing boycott-related requirements in their transactions with U.S. persons.”
