BIS Drafting Proposed Changes to Space-Related Controls
The Bureau of Industry and Security is drafting a proposed rule that could revise its space-related export controls, including by adding new License Exception Commercial Space Activities (CSA).
The rule, sent to the Office of Information and Regulatory Affairs Sept. 16, could update controls for certain launch vehicles, guided missiles, ballistic missiles, rockets, torpedoes, bombs and mines, as well as spacecraft and related articles, BIS said. “BIS's review seeks to ensure that the [Commerce Control List] describes these items clearly, captures those items in normal commercial use, accounts for technological developments, and implements the national security and foreign policy objectives of the United States properly.” The rule will propose changes BIS identified after the agency solicited public comments on its space controls in 2019.
A separate rule also being drafted by BIS would revise its space-related export controls “for changes made under Commerce authorities” (see 2409160003).
