New AES Error Message to Address Ultimate Consignee Country Reporting Issues
The Census Bureau is deploying a new fatal error message in the Automated Export System to alert filers that the ultimate consignee country can’t be reported as the U.S. when the ultimate country of destination is neither the U.S. nor Puerto Rico. The response message will be active in the AES certification testing environment Sept. 16 and will go into the production environment Sept. 30, Census said in a Sept. 13 email to industry.

The alert will be delivered to exporters as response code 25B. Census said the ultimate consignee country should be reported as the location where the person, party or designee is located abroad, and that AES only allows U.S. as the ultimate consignee country when the ultimate country of destination is the U.S. or Puerto Rico, which would apply only for shipments between the U.S. and Puerto Rico. To resolve the error message, filers should verify the ultimate consignee country, correct the filing and retransmit.
