COAC Export Group Issues Recommendation, Outlines Recent Progress
The Commercial Customs Operations Advisory Committee’s Export Modernization Working Group published a draft recommendation and a summary of its recent work ahead of the COAC’s March 6 meeting (see 2402150016).

The working group will recommend that CBP publish a general notice in its Customs Bulletin to approve the use of an electronic export system “as outlined in 19 CFR 190.73 for proof of export for drawback claims.” The group said this would directly connect to the Electronic Export Manifest “elements being developed by CBP.”
The recommendation was made by the group’s Drawback Task Force, which met for the first time this quarter. “This task force will specifically focus on review of the drawback regulations and modernization of the drawback program,” COAC said in a separate document. “Our first recommendation directly ties into the EEM initiative discussed within the larger EMWG. We plan to meet monthly to continue our discussions and work in this area.”
COAC said the broader Export Modernization Working Group met three times since the last public meeting in December, when it pushed CBP to roll out its long-awaited electronic export manifest within the next COAC term (see 2312050026). The group said it also has continued to “push” both the Census Bureau and the Bureau of Industry and Security to help roll out EEM for all transport modes.
“Our immediate attention this quarter is the continued push for the release of regulations for rail, air and vessel and to continue to build support for pilot participants with the release of the EEM document on CBP.gov,” the group said. “We also plan to further discuss the impacts and expectations for progressive filing.”
