Mexico Resolves Services Rapid Response Complaint

Mexico's Economy Secretariat announced last week that it resolved issues at Mas Air, a cargo airline in Mexico City, after it received a labor complaint from the U.S. government in late August (see 2308310029).

The government said it did find that the company took certain actions that could violate Mexican labor reform, and could be seen as denying the right to freedom of association.

To remediate the problem, Mas Air published a neutrality statement, and guidelines on how to maintain neutrality; it educated pilots on their collective bargaining rights, who could vote to choose a union, and held a recount. It also reinstated a pilot who wanted to return after being dismissed, and reached settlements with others.

This was the only rapid response complaint under USMCA that concerned service workers rather than manufacturing or mining workers.

The U.S. didn't make a statement on the resolution of the complaint.
