BIS Removes Russian Tour Company From Scope of TDO
The Bureau of Industry and Security this week removed a Russian tour company from a temporary denial order imposed against Nordwind Airlines, a Russian airline that BIS said illegally operates aircraft on flights into and out of the country.

BIS added the tour company, Pegas Touristik, to the TDO earlier this month after finding the company had ties to Nordwind, including potentially as its owner. BIS also said it had “reason to believe” Pegas Touristik tried to evade U.S. export controls by entering into charter agreements with a Turkish airline that operated illegal international flights into Russia on U.S-origin aircraft.
In a June 27 decision, BIS removed Pegas Touristik from the scope of the TDO “to allow the opportunity for additional administrative process” under Part 766 of the Export Administration Regulations. The agency didn’t release more information.
