Russian Military Equipment Still Relying on Western Tech, Report Says
At least 450 kinds of foreign-made parts and components have been found in Russian military equipment captured in Ukraine since Moscow’s invasion earlier this year, the Royal United Services Institute said in a report this week. The majority of those components were manufactured in the U.S., the think tank said, and at least 80 “different kinds of components” are subject to U.S. export controls.

Now that many of the parts are subject to export controls, RUSI said, Russia is working to build “new routes to secure access to Western microelectronics,” including through “transshipment hubs and clandestine networks.” Western governments must take several steps to stop Russia from doing this, the think tank said, including strengthening existing export controls, working together to shut down Russia-operated “covert procurement networks,” preventing sensitive technologies from being manufactured in states that support Russia, and discouraging third countries from facilitating the reexport of controlled goods to Russia.
