Senate Passes Spending Package With Sanctions Funding
The Senate on March 10 passed a government funding bill that includes an emergency Ukraine-related aid package for certain U.S. export control and sanctions work. The bill, passed by the House March 9 (see 2203100014), allocates money for the Bureau of Industry and Security, the Treasury Department’s Office of Terrorism and Financial Intelligence, and DOJ to help enforce export controls and sanctions against Russia. The president must sign the bill before it becomes law.

Natalie Jaresko, Ukraine's former finance minister, called the spending package a "good start" but not enough. She said most of the funding goes to U.S. agencies like the State and Defense departments and doesn't provide enough direct support to Ukraine. "I think there's got to be a lot more and we're going to have to act much more quickly," Jaresko said during a March 11 event hosted by the Atlantic Council. "I believe that time is of the essence and the urgency doesn't seem to be coming through."
