AD: China Certain Coated Paper
The International Trade Administration has made a preliminary affirmative antidumping determination that certain coated paper suitable for high-quality print graphics using sheet-fed presses from China is being, or is likely to be, sold in the U.S. at less than fair value (A-570-958).

Combination Rates
The ITA has calculated combination rates for respondents that are eligible for a separate rate in this investigation. (See ITT's Online Archives or 04/11/05 news, (Ref: 05041110), for BP summary of the 2005 policy bulletin outlining this change in practice with regard to AD combination rates for non-market economies (NMEs).)
AD Suspension of Liquidation Instructions
The ITA will instruct U.S. Customs and Border Protection to suspend liquidation of all entries of subject merchandise from China with a time of entry on or after May 6, 2010.
AD Cash Deposit Requirements
The ITA will instruct CBP to require a cash deposit or the posting of a bond for entries of subject merchandise from China for the following exporter/producer combinations with a time of entry on or after May 6, 2010 at the AD duty rates below.

(For all non-China exporters of subject merchandise which have not received their own rate, the cash deposit rate will be the rate applicable to the China exporter/producer combination that supplied that non-China exporter.)
ITA Preliminarily Finds Targeted Dumping
In March 2010, the petitioners submitted an allegation of targeted dumping with respect to the GE Group. As a result of its analysis, the ITA preliminarily determines that there is a pattern of sales for comparable merchandise that differ significantly among certain customers for the GE Group.
The ITA determines that the standard average-to-average comparison methodology does not account for the identified pattern of price differences; therefore, it has applied the average-to-transaction methodology to all sales.

ITA Postpones Due Date for Final AD Determination
The ITA is also postponing the due date for the final AD duty determination until no later than 135 days after May 6, 2010. Suspension of liquidation will be extended accordingly.
Correction to the Scope of the Investigation
Pursuant to comments received on the scope of the investigation, the ITA has determined that the word “paperboard” was inadvertently left out of a sentence in the initiation notice and has corrected it for the preliminary determination. Therefore, this corrected paragraph now reads as follows (added words underlined):
Coated Paper includes: (a) coated free sheet paper and paperboard that meets this scope definition; (b) coated groundwood paper and paperboard produced from bleached chemithermo-mechanical pulp (BCTMP) that meets this scope definition; and (c) any other coated paper and paperboard that meets this scope definition.
