The Office of the U.S. Trade Representative (USTR) has rejected a Section 301 petition filed by members of Congress on the issue of China's currency, noting that this petition is similar to two previously rejected petitions. The USTR states that it believes that China has undertaken the necessary and appropriate steps to prepare for a move to a more flexible, market-based exchange rate system; therefore, a Section 301 action would not be an appropriate or productive way to achieve that goal. The Office of the U.S. Trade Representative (USTR) has issued a press release announcing that the U.S. will file a request for the establishment of a World Trade Organization (WTO) dispute settlement panel (DSP) to resolve its dispute with the European Union (EU) over Airbus subsidies. In response, the EU has issued a press release indicating that it will resume its WTO case against the U.S.' grants to Boeing, which the EU believes violate certain WTO and EU-U.S. agreements. 3. President Issues Memorandum on Effective Date of Certain Provisions of the Intelligence Reform and Terrorism Prevention Act

The President has issued a memorandum dated April 21, 2005 stating that certain provisions in Title I of the Intelligence Reform and Terrorism Prevention Act of 2004 took effect immediately upon the memorandum's signing.
